CENTRAL LEVEL:
Govt. of India : Ministry of Home Affairs
Directorate General of Civil Defence, New Delhi.
STATE LEVEL:
State govt. : Home Department
Directorate of Civil Defence : DG. of Police, Fire Service & Commandant General,  Home Guards is the Director of Civil Defence.
DISTRICT LEVEL:
District Magistrates & Collectors are declared as Controllers of Civil Defence. Deputy Controllers have been appointed as staff officers to Controllers along with a very small nucleus support staff.
