ESTABLISHMENT OF FIRE PREVENTION WING IN ODISHA FIRE SERVICE
Fire Prevention Wing is a part of Odisha Fire Service, created by the State Government in the year 1981. The primary responsibility of this wing is to verify whether a particular building/premises has adopted adequate fire and life safety measures and to issue Fire Safety Certificates. Besides, before construction of a particular building / premises, this wing issues Fire Safety Recommendations.
Initially, Fire Prevention Wing started functioning with staff comprising of one Fire Prevention Officer (in the rank of Dy. Fire Officer), one Station Officer, One Asst. Station Officer, one Fireman, one L.D Clerk and one L.D/L.D-cum-Typist in one portion of Bhubaneswar Fire Station Building since 31.10.1984.
As per the orders of Director, Fire Service, Odisha, Cuttack, Fire Prevention Wing has started functioning as part of Directorate of Fire Services since 2013.
The Odisha Fire Prevention and Fire Safety Rules, 2017 came into force w.e.f.04.10.2017, defining the roles and responsibilities of the Fire Prevention Wing.
On 06.03.2019, The Odisha Fire Prevention and Fire Safety Rules was amended as Odisha Fire Prevention and Fire Safety (Amendment) Rules, 2019.
Further, in order to execute the OFP & FS Rules effectively, Govt. issued detailed guidelines vide Home Department Order No.50908/Bhubaneswar Dt.19.11.2019. In the said order, the authorised officer in the rank of Chief Fire Officer, Range Fire Officer, Deputy Fire Officer Circle and Assistant Fire Officer were delegated powers for issuance of Fire Safety Certificate and Fire Safety Recommendation for different classes of buildings / premises.
In addition to the above, an online portal, “agnishamaseva.odisha.gov.in” has been launched on 31.07.2020 to provide online issuance of Fire Safety Certificate and Fire Safety Recommendation in respect of buildings constructed after 04.10.2017.
