1 Commandant General, Home Guards Decision making in respect of office administration.  Designing of training for Home Guards. Controlling of authority of different district Commandant Home Guards.   Redressal of grievances of Home Guards and other officers  of the Home Guards organization.  Approval of enrollment / re-enrollment of Home Guards.  Disposal of representation of Home Guards as per direction of  Hon’ble High Court. Implementation of  different orders, rules and regulation of Govt.. Appellate authority of Home Guards. Controlling authority of  Commandants and other Officers working at different offices of Commandant Home Guards.CCR acceptance authority of officers of Home Guards organizations.

As per delegation of Financial Powers in O.G.F.R

 Public authority in respect of Directorate of Home Guards.  Accepting  authority in respect of CCR of all the employees. Counter signing authority in respect of CCRs up to the rank of ADGP. Overall supervision of function and discipline of Home Guards organisation.
2 Deputy Commandant General Assist Commandant General, Home Guards in decision making in respect of office administration like  designing of training for Home Guards,   redressal of grievances of Home Guards and other officers  of the Home Guards organization, implementation of  different orders, rules and regulation of Govt..      Disposal of representation of Home Guards as per direction of  Hon’ble High Court.   Act as 1st Appellate authority of Home Guards. CCR reviewing authority of officers of Home Guards organizations.

As per delegation of Financial Powers in O.G.F.R

    Appellate authority in respect of Home Guards.  Reviewing authority in respect of CCR of all the employees. Counter signing authority in respect of CCRs up to the rank of IGP. Overall supervision of  function and discipline of Home Guards organization.
3 District Commandant Home Guards Decision making in respect of office administration at district level pertaining to Home Guards organization.

As per delegation of Financial Powers in O.G.F.R

 Reporting authority in respect of CCR of all the employees of district   Home Guards organization. Overall supervision of  function and discipline of Home Guards in the District.
4 2nd in Command Home Guards (Asst. Commdt./ Dy.S.P) Supervise proper discipline and training  of Home Guards at District Level. 

As per delegation of Financial Powers in O.G.F.R

 Reporting authority in respect of CCRs up to the rank of RI/Equivalent rank. Supervision of function and discipline of Home Guards in the District.
5 Reserve Inspector of Police, HGs Supervise proper discipline and training  of Home Guards at District Level.
